Award players in my game for completing an achievement in a third party game?
Game Dev here. I can check if a user has completed an achievement in let's say half life 2 as an example. Can I then reward the player in any way possible for it? Add a crowbar (that I made, not taken from the game) to a display case in the players virtual home for instance? Is this legal?

Would it be legal if I didn't mention the game?
Would it be legal if the game was distributed free?

OFC not, I want to reference the achievement with an item I created. Lets say for instance you have 100% of TF2 achievements - then I would add a hat rack in my game (with my own assets completely) and have your achievement displayed bellow the hat rack. Does Steam allow to use it's achievements as metadata?

Something like that already exists, there's a few games that give you TF2 items for completing achievements on them: Poker Night at the Inventory, Spiral Knights and Alien Swarm. probably more.

These games were designed to operate as a metagame - I want to know if I can use the metadata as fair use. Also they were made in collaboration with Steam, specifically for this reason. What I'm describing is a very plain and dumped down example of a very cutting edge appilcation.

That said, I'm 99.9~% sure reading account metadata to unlock your own in-game features is totally fine. If it wasn't, community sites couldn't exactly exist.
At the very least, this would require that the user has made the data public, so you can read it.
