And yes, stuff that helps users should be enabled by default. Maybe they have some false-positives in their detection, but that shouldn't be a major deal.
Edit: let me clarify my problem with it being on by default. hiding off topic being on by default mean that bad practices can flourish without any push back. because the point of leaving reviews on either to say "yes i like it" or "no i don't like it". in the age of software keep evolving and changing. you should have the ability also to change your review if it no longer hold on. review should be system that help you determine if the game is good. if the developer can hide bad one. (majority of users don't know about the option) aka: defeating it purpose. no one will bother turning it off if it not off by default. when was the last time you touch your phone default setting ? other than making it in dark mode UI.

This setting doesn't help users at all
It helps the big AAA corps and helps Steam to sell games that happen to have something shady
Should be off by default, shouldn't even exist for starters
I didn't really have any faith in the review system since they removed the thumb down button. It has been quite a while since that happened.
