Points-shop exclusive items (and really, the points shop in general) incentivizes people to purchase games directly through Steam rather than 3rd party websites and key resellers. Valve makes more money that way.
It doesn't matter how you obtain a license. If the game is on your account with playtime, you can purchase its points shop items.
But you don't get any points if you don't buy it through Steam, that's what I'm referring to.
You don't even need to buy games to get points.
Obviously...but it's still a secondary "reward" for purchasing directly through Steam. And other ways of receiving points are not necessarily guaranteed.
Buying in game items is guaranteed to give points, just like buying games. But you can flip in game items on the Market and literally farm thousands of points per dollar.
I'm aware you can do that. But again...it doesn't change the fact that it acts as a secondary incentive to purchase things directly through Steam. It is a reward for putting money on Steam and spending it here. That is why you get 100 points per 1 dollar spent. I really don't think Valve added the system without some benefit to themselves.
