They don't need to stop it on that site. They can take action on the accounts after they are sold.
Most of the time, you will never know they took action on the accounts by looking at them.
That site gets censored for a reason. Please do not bypass the word filter.

Going after 3rd party sites isn't that easy nor is it efficient. Even if that cesspool of scammers got taken down or they stopped selling accounts, there's countless other sites that still sell accounts.
Every time you squash one, two more pop up.

The website is filtered on Steam. You wrote the name explicitly like this and are circumventing said filter. People will look it up, because they're curious or might actually even be interested in what they're selling over there. You are advertising the website this way.
I wish Valve could do something about all these gambling sites too!
Unfortunately, Valve can't do anything about third-party sites.
As stated above, they don't need to take action against websites, they can just take action on the account itself and all other accounts owned by the person who sold or bought the account. It is one of the worst things that can happen to a Steam account. Even worse than a VAC ban. To make this more clear, If you buy or sell or trade Steam accounts, all of the accounts that you own are restricted.
