Report a translation problem
Games only drop half of the cards of 1 set. You have to buy the remaining cards on the community market. A fully upgraded game badge has 5 levels (= 5 sets of cards).

You can also try to complete your community badge.
there are some 'free' badges you can get but i'll show you the pay to play method.
>insert 5$ into steam wallet
>you will have some cards available in your inventory
>review the 'set' requirements for your cards
>you need all cards of 'the set' to make 'one set'
>buy the 'missing' cards from the 'set' off steam market at around 0.15 cents per card 'or' trade
with friends who perhaps don't care about that game, maybe you can snag the cards.
>after completing the set you get either xp or badge
>this raises your 'level'
>if you want to keep getting xp/badges for this game, keep making sets. you'll have to start buying all the cards in a set eventually though.
>its usually easiest to just do the first set for each game, but sometimes you want that interesting icon on your profile, so you go for specific game / badge.
