And for Valve, it would be a stream of free advertising.
It interferes with the forums as people make more and more Bait Threads to get whatever rewards you want to be handed out here.
And if you think they will keep to a specific section of the forums... I have bad news for you.
Do you know why the "New to Steam" forum exists despite there being only Spam Threads? (except for the Stickies)
It's to keep that useless Spam in that forum.
Same goes for the VAC forum in which people try to appeal their Ban despite it being permanent.
If you reward people for being "active" Troll and/or Bait Threads will pop up everywhere. It's bad enough with Jester Farmers, this would be hell.
Here on the forum at Steam, in general, "the field is not plowed." (if anyone does not understand, I can translate the meaning of this saying)
- for example, arrange a competition for the best description of the game or the best passage of the game.
There are a million ideas..
It does matter. It clutters the forum, burying Threads under it. And you are naive if you think the Mods would clean this up. Some of them, yes. Not nearly enough to keep the forums clean.
You see how they work. Sometimes they are fast, but sometimes Threads that should clearly be locked stay up for half a day.
Now imagine this times a thousand because everyone wants some rewards.
This just begs for more Spam. Absolutely not.
Steam, after all, will also benefit from this through free advertising and an increase in the number of its users.
The benefit is mutual.

Posting on/reading the forums is up to each and every individual. The majority of Steam users don't even post on the general forums to begin with. As for game hubs, there's really no reason for Valve to reward people posting on forums that are essentially governed by third parties (publishers/developers of the game).
One of the worst ideas ever, especially if the criteria is just activity.
Simple: the way it is now.
Actually, scratch that. Remove being able to give out awards to any Threads/Posts on the forums.
They collect points, some badges in the form of a reward for messages. This diversifies their gaming pastime.
Indeed, as always with "gimme gimme gimme" thread that is solely engineered to get free stuff while thinly being disguised as beneficial to all parties.
