They're a business, actively sabotaging their own client isn't going to bring them anything, it's just going to drive away customers. Sometimes corporations just make poor decisions or release products that are broken or not up to par.
No need for the complex explanations where the simple explanation of shoddy work or incompetence does the job just fine. It's okay to loosen up the tinfoil hat every now and then, blood flow is important.
And how it is working in their favor? The client already updates automatically, so there is no point in creating a problem to get people to update. And having people restart the client merely is an annoyance for the user and not something Valve gains from.
People have been reporting RAM issues since the new library UI in 2019. That's years, yes.
also I'm fairly sure the people claiming not to have a problem with memory leaks either restart their PC often enough that it's not an issue for them or are unaware of it being an issue.
Let's just hope they do manage to pinpoint it.
I don't experience memory leaks on Steam, no. Even after days of running Steam, it still is in the 500-700MB bracket for RAM usage for me. Same on the devices my kids have. Also same for a bunch of Steam friends I have. Other Steam friends do have RAM usage in the GB, they do run into the issue.
There are issues with memory leaks, but it doesn't affect everyone. If you don't want to believe that, that's fine. Reality is different from whatever narrative you want to push.
The development of the C++ client[oldschool.runescape.wiki] even seems to sync with the timeline of memory leak reports since 2019 (when presumably it was first rolled out on the beta channel).
