They probably couldn't get Valve to source enough. You should ask them.
You can still replace every part. It has always been subject to availability.
valve probably wont refund you but what did ifixit say about the stock when you contacted them?
Better than paying $349 from Ifixit, if they ever get stock.
They probably won't, no.
Use the wayback machine, ifixit had a press release announcing motherboards, then never actually listed the item. It was nothing more than PR spin to generate some clicks. It's likely given newer decks use a differently shaped board that Valve were never able to solidify stock to make it happen. Instead of just being honest they've tried to bury any mention of it.
They determined that it was less profitable than ghosting people on steam support until they buy a new Steam Deck.
