New and preorder games are pretty much never subject to steam sales, the current sale is their own pre-order sale, not the summer sale itself.
steam is giving good games at good prices. they're not 'always' good prices, but you can't 'always' get what you want.
I even googled why it sucked to see how many others feel the same and sure enough I wasnt the only one!
Is there any notable title with a notable discount someone here can share? *dont include RDR2..
Clarify your criteria for notability?
One thing I miss from the old SPUF days is we used to have 'best deals' and 'Hidden gems' threads during sales. Now these subjects moved to reddit once SPUF was closed. You can check them there and see what other people have found.

Haha, true. The OP is a good example for that. He has made it a tradition to post the same thread during every sale for the last couple of years.
The main issue was people holding off purchasing stuff hoping it might come up on a flash sale, then not buying anything when it doesn't happen. Making people wait gives them time to talk themselves out of a purchase, especially when disappointed that a better deal didn't happen.
Apparently, sales went up when they stopped doing that because people were more likely to buy something right away instead of waiting for a flash sale that might not happen.
GMG and Amazon have almost every title a few bucks cheaper than on steam.
Steam should only be used as platform and not as a store.
I like keyseller sites and such, but their catalogs sadly often enough are limited.
