Steam > steamui > sounds
Make sure rename the original so don't replace it, and if ever wanna use it again without having to redownload it.

Seeing after restart on Steam, it seem there a file check on this, and redownloads the original, and replaces the one you make, so seem setting "sounds" folder to read only doesn't work either eithout it going out of way to label all your files .old and placing new ones.
Does it save after restart or does it revert like it used to?

Bad news it reverts it, so it stays until you restart Steam.
I figured it would.
Ever since the Chat UI update in 2018, when you could no longer add custom sounds to the chat notification and achievements I was hoping they'd let us again this time.
It's super effective!
