Coupon icons?

Hello, I saw that discounts of many games/DLC's from my wishlist have coupon icon next to them instead of discount percentage. What it means? Steam never explained this

Oh, okay, now I see, thank you. Just by curiosity, the discount percentage is the same for Steam users from UE and other countries and this icon is because of law, or the percentage is different depends on where you live?

Discount percentage values are global, yes. It's just the icon that changed for EU.
