What is this price tag icon about?
Some items have just discounted price, other also have price tag icon, but the price looks like it's regular discount, so what does this icon mean?

I have not seen what you saw, however from the way you described it I would assume what you are seeing is that some games are simple having a standard weekly sale and are NOT participating in the Summer event. The icon, or lack thereof, could be Steam's way of denoting the difference.

I find it quite obfuscating. If I can't see the percentage, I'll just ignore the promotion.
