Downloads Not Respecting Download Limit
I set a capped my download in steam to 20mbs and the download of games exceed this limit and does not go down. It shows up in the download page as limited but it far exceeds it.

There is no download limit. It only maybe does not shows it on screen.
Now if you are trying download them at same time. They go one by other in order not at same time.

no I mean how much downloading bandwidth it uses, not the amount downloaded

I "think" that usage of it, is up to you but do not hold me on it.
And download will slow up or stop (up to settings) when you are playing game....
Surfing net and youtube and similar videos should not influence it but that is up to your network.

Set the cap, exit steam, reopen it.
Old bug which mostly happens during workshop downloads and this seems to be the easiest workaround.
Steam will sometimes not save certain settings and reopening it will correctly edit previous settings with new ones during update screen.

this application has become RAM hungry , takes more then it needs to be, it wants to be more then what it is. we set download times and rates, and steam just overwrites our settings, etc , steam just such a pain to use.

This is happening to me too, I tried this but didn't work

i have never had an issue setting a cap as i have too cause my internet dies (youtube don't buffer ect)..

yep, completely ignoring it. set it to 1mb and its downloading at 15mb. Broken

As soon as you click the box then type the limit and click ok it works, Nothing broken about it. Even works fine mid download.

dude even steam notes says its a bug thats getting fixed next patch

Some kind of workaround for this appears to be to have an active download going, restart Steam so that when it starts up it's downloading again at the the uncapped rate, pause the download and just chill for a few minutes, then unpause it. Then it seems to pick up the download limit correctly. You might have to muss with the rate setting before restarting to get it to take.

A while back Steam had no download limit function and so you could only try to throttle the download rate with hardware or third party apps (seem to remember using a firewall app to do it)... or stick to the good old overnight downloads. We should be thankful its just a passing bug (as annoying as it is!).
