Now if you are trying download them at same time. They go one by other in order not at same time.
And download will slow up or stop (up to settings) when you are playing game....
Surfing net and youtube and similar videos should not influence it but that is up to your network.
Old bug which mostly happens during workshop downloads and this seems to be the easiest workaround.
Steam will sometimes not save certain settings and reopening it will correctly edit previous settings with new ones during update screen.

dude even steam notes says its a bug thats getting fixed next patch
A while back Steam had no download limit function and so you could only try to throttle the download rate with hardware or third party apps (seem to remember using a firewall app to do it)... or stick to the good old overnight downloads. We should be thankful its just a passing bug (as annoying as it is!).
