Run away library
Got this bug happening. any time I open my library and try to move my cursor down to the area where my games are the screen section that has the games listed scrolls down until it is out of view. Its as if that section of the screen was scrolling with my cursor. Other times the screen just jumps to the current game ad banner. I've tried reinstalling Steam. Trying to scroll up with my mouse wheel, and trying it on another of my computers. Same results.
Any suggestions?

Steam > Settings > Interface >> Enable GPU accelerated rendering in web views

It was already selected. I'm going to experiment and see if that or another setting fixes it

Sorry I wasn't being clear enough. That's the setting to change. If it's already selected, deselect it.

Best fix for this problem......

un-ticking the "Enable GPU..." is NOT the best solution. It works but is a bit like biting off your finger because it has an infection.

The problem (Steam scrolling problem) and other weird graphics resolution changes (Windows functions only - games OK) occurred immediately after a March’23 Windows 10 update (in my case).
The problem was exactly as FarmerSeanCheese posted - friggin Microsoft had replaced my latest and best AMD graphics driver with a very limited one.
I reinstalled the latest AMD driver ('cos my GPU is AMD Radeon) and all problems fixed.


This IS the best way to solve this problem as an inferior graphics driver will just cause you other problems later (even if you untick the "Enable GPU...").

Keep a note of this solution as it has happened to me with previous Windows updates
(Never happens on my iMac except when I run Windows on it)

Go into device manager, right click on your graphics card for update driver. You should see the option to pick the drivers available. (This is after a failed attempt to just simply reload your drivers.) Select the driver from your make, and install.
