I had that happened and my whole list of friend is gone.
But you could check with steam support.
Just restart steam, but you will need to restart every time.
I think it's happening because Valve added these features with the latest update:
* Added RNG behaviour to chat window open events. Chat windows may now immediately close when opened, so as to render them inoperable. This buff is free and lasts until steam is restarted.
* Added RNG behaviour to friends list window open event. Friends list window will now occasionally not open. This buff is free and lasts until steam is restarted.
Just kidding though, it's not a buff, it's a feature.
I pulled some statistics and drew a graph of recent developments, and according to my math, by early 2024 steam will be just a black frozen window using 2 gigs of ram.
Everything works out fine when steam starts. Then I open and play a game.
Everytime I close a game though, friend list just will stop responding. No matter how much I press "Friends & Chat" in the bottom on steam app or "Friends" in the taskbar icon, my friend list won't show up.
