Download speed constantly fluctuates, from high to low.
Up to about a week ago, I would usually download games consistently at 50-60mbs, now for some reason It starts off high and smooth for a few minutes, then drops down to KBS and goes to about 10-11 mbs, then to 5 mbs, and keeps fluctuating between these numbers, then going up to maybe 30-35mbs for 5 seconds then going back down.

Here is a screenshot of just one of the instances: https://gyazo.com/16aa7d3728588bdb2655212e2142bae1

Ive tried:
Changing prio status to high on task manager
Clearing Download cache
Restarting Computer (Several times)
Checking for anything that might be hogging the computer
Clearing space on both C and D drives (I have 60gb remaining on my C which is an SSD, and 1tb left on my D)
Checking for viruses
Emptying recycling bin

I don't really know what else to do! Please help.

flush your dns as admin (google it theres 3 commands) (sorry if thats the same as 'download cache')
unplug your router
call you IPS and ensure everything is good.

I get 3 mb/s and download games at 100kb/s so your speeds are still dreamy

Notice the green line

That is your disk being obliterated

Steam downloads are limited by

1) your cpu
2) your disk IO
3) your anti-virus
4) your ISP
