For starters, people there are required to use SteamChina, which may not have the same availability for games & the ability to connect outside of that version of the client. Essentially, use the international client at your own risk if you move there.
Else, it generally depends on how far you are from the server, and how good or bad the service is or anything between you & the game servers.
Look into the restrictions/regulations and other bits before you move there.
The distance itself is not the factor, but everything on the way.
They just finished an election, so maybe it'll be slightly less completely terrible soon.
