Everyone. It is a very sensitive subject to some people in power.

They're not going to disallow people from that country to be able to play games they already have access to unless told to do so by their government, which is very unlikely to happen.

Random people playing video games has nothing to do with current events.

It would be temporarily restricting access to it, if sanctions against the country increased. It wouldn't be theft in any meaning of the word. Regardless, Valve is not going to do that unless the government forces them to disallow all services to the region. The only likely way temporarily or permanently being told to do that, is if the situation severely escalated.

Though as a video game store, they by default want people to be able to access their libraries unless forced to do contrary to that.

Look up what the current sanctions are. There is no (and there almost never is) general trade sanction.

Steam is allowed to as are other businesses, the sanctions are largely on Russia's banking and the functions of funds that go to its goverment and military, video games are not really under the full cloak that is the sanction blanket, Steam simply cant sell games to Russian users at this time but Russian players are still allowed to play games they still own, that was actually confirmed already because Bloomberg tried to take Steam to the Supreme court but that was discarded as it found Steam is indeed fully complying with sanctions that are in place, and within all context Steam is not doing anything bad by allowing people in Russia to play when they still own in terms of games which is 100% fair enough.

The US only had to downgrade import trades with Russia, Russia is also only banned from selling the US the following: seafood, alcohol and diamonds. While the US cant trade the following to Russia: vehicles, alcohol, jewelry, iron and steel.

Otherwise both nations are allowed to still fully trade outside of those restrictions, their not barred from trade, their just heavily placing limits on it.

Steam has followed the sanctions imposed on Russia to the letter.
