You could also redirect your efforts more constructively at something relevant; such as, for instance, checking the health status and integrity of whatever drive you're using to store game files on. Because if it's randomly bit-flipping zeros and ones to cause static, then you have bigger problems to worry about.
Or maybe check your audio cabling, and verify that it's not faulty. Or check that what you're dealing with isn't basic problems with induction and cross-talk because your hardware isn't properly insulated and grounded.
There's a whole lot of mess which could cause 'staticy' noise. But considering you're experiencing the issue fixing itself after X times trying to re-download, I'd start by checking the drive health and checking whether it and any cabling connecting it, is still seated properly.
^This is solid advice.
If there was a problem with how the games are compressed, the forums would be filled with people complaining about the corrupted sound files. Most of the games mentioned in the OP are quite popular so a problem like this would have been reported a long time ago by many people.
And while I've only played a tiny fraction of the games on Steam, and not the one you mentioned, I've never encountered one with noticeably bad audio like that.
The first game, I'd probably write off as "they did something very stupid". But if I'd encounter several such cases, I'd start looking into my sound hardware and drivers...
Its not Steam, its the engine and, as far as I can tell Realtek audio drivers.
If I use headphones and different driver, no static. Not every Unreal engine game, but some. Borderlands 2 did it too off the top of my head.
some games just lost all sound, when i found out it was more then one of then, i found out i had realtek install around the time i connected my tv sooo, i uninstalled that and everything is peachy now!!
PC speakers, monitor speakers, headphones, using multiple audio programs... static is on ALL of them. HOWEVER for the very 1st time "verify game files" DID work for Tiny Tina's Wonderlands, it's never worked for ANY of the other games listed, so Steam should have a record of how the files were corrupted as after verifying the files, it redownloaded a few of them, & the static is gone, at least from ONE of the games... a few months ago I redownloaded Doom Eternal over 10x in a week's time, & to different varied degrees, the static was there every time... I eventually gave up on that game, as it was loud, and annoying in every case (plus the game's only fun for try-hards). Also I'm blocking every single non-steam employee that leaves a smartass reply here.
This is 100% on your end somewhere with audio drivers more then likely causing it.
