Valve can not offer pre-orders for games they do not create themselves. Only the game developers/publishers can set up pre-orders for their games.
Ideally though, obviously all components in the payment chain should be able to handle the stress of tens of thousands of users buying the game at the same time, or it will fail on every highly anticipated release.
Valve is not a bank and layaways are a drain.
Do you assume that I would report something that is not true, or that I would suggest something that would not improve Steam?
