rpg or action game with extensive in game upgrades for weapons/armor
what I mean is there are many ways to improve a weapon or armor outside of just full replacing it with something stronger, where the upgrade system can surpass best dropped items.

I kind of stay out of looking at games for long periods of time, so I have no idea if anything new has come out since the last time I tried to find one.

What games have you found in the past that fit your criteria? That might help people know what kinds of things you're looking for.

probably one of the closer ones was blacklight tango down, less rpg I know, but every aspect of the gun could be modified with both this is just an upgrade tier or side grades where how you used them came into play

you have general arpgs where you can slot in gems or rework items to some degree

I think the disgaea series had something like this but its been a long time, I forget if the modifiers you put on items and leveled them were permanent upgrades to the item or if they were just upgrades while they were on it,

some fallout 4 mods kind of ran with this but none of them really went all encompassing, at least last time I looked

I think the last epoch's crafting system should be the end game item generator

Kingdoms of Amalur has a crafting system with lots of options - build each item out of multiple parts with different properties, add gems, etc. But you can't modify something once it's been made and you have to find/loot/salvage/etc the sub-components so it takes awhile to have many options (plus raising your crafting & gem skills). So might not quite be what you're looking for.
