Steam wallet is store credit, not money.
And no, you can not cash out store credit.

wallet funds are store credit only. any attempt to convert it to real money is DO AT OWN RISK, support will not assist should anything go wrong. scammed items and money will not be returned, you also risk your account

There is third-party services but those are, unsurprisingly, not exactly credible. If you won't get screwed over (which is always a possibility), you'll end up paying a notable provision.

Any site that tells you you can, is a scam and not to be trusted.
Any site that lets you cash out, is taking part in money laundering, which is illegal in most countries.

There's no lie on what you've said, and yet there's a very active trade scene regarding trades of this sort, as long as you're dealing with the right people you've got nothing to fear of, honestly.

That's a good way to get your inventory and marketplace access removed for breaking the SSA.

If I am remembering it correctly SSA only prohibits renting your games/softwares for money using family sharing feature and not selling individual tradable items

Don't try that trick.

1) It is against steam's rules
2) It is a surefire way to get scammed of your stuff.
3) It is no doubt also against your local laws about money laundering and tax avoidance. Any "income" you had on steam becomes taxable if you attempt to withdraw those funds.
