Clearing Steam's download cache and restarting has been reported to help some.

I reinstalled steam cause I had no idea what happened, would that have done this? If not how do I do this?

Weird, my library shows up fine. Check Steam Settings -> Downloads -> Steam Library button and check if the folders are still set how they should be.

Yeah I'm having the same problem, restarting steam lets me access my library/downloads page but after a while it just freezes and i can't access it again. Every other part of steam is fine
Hey, not sure this will work, but try uninstalling Steam manually as well. That is, uninstall Steam through Windows and then go to the folder at C:\Program Files (x86)\Steam and delete all the folders in side of the Steam folder (or move them in case you want to save them). Then try reinstalling.
Sorry for poorly worded explanation, I'm up too late.

I have no idea how the folders should be set at all, but doesn't seem to matter cause nothing happens when I click on the steam library folders button.
I only have one game downloaded, figured out how to get into the big picture thing and could download the main game I wanted there, had to force close it cause the menu didn't work in that mess either.
Will have to wait on a fix from steam I guess if they ever decide to care about the pc users again.

I got it working finally.
Going to settings, library, changing to small under the Display size for library user interface elements seems to have fixed it. I had it on automatic and that just didn't want to work for me.
Ah, good to hear. This update gave me some troubles, too. Looks like a fun road ahead for all.
Seems like we're facing again the update that breaks the UI like some years ago, seems like Valve never learns.

I hope this issue gets fixed.. because I tried going to settings, library, changing to small under the display size for library user interface elements and it worked but then after a few minutes it got bugged again and now nothing shows up for my library.

I noticed big picture mode doesn't work at all for me either and nothing pops up when it used to before...
By any chance are you using a custom skin? You can check by going to Settings. In the Interface section at the third column it should say "select the skin you wish Steam to use". If the drop down menu is not set to < default skin > then change it to that and restart Steam. If it is already at default then it's not what is causing you trouble.

Just a update, I have had this problem on and off, it came back after the Feb 10th upgrade but going to the settings and changing it back to small has worked for me. I did have to change it to medium first then back to small once and it fixed it again, haven't had the issue since then.
