starting steam offline
I live in my RV on the CA Redwood coast, out on the fringes, and we've been having some horrific events and weather the past couple of months. Earthquakes, gale force storms, rain poundings, etc. I have spent many hours running my genny so I can keep playing my games while waiting on the electric company to repair things.

Don't get me wrong, they've called in help from all over the states, including Canada. I'm grateful for their due diligence. But we've spent more time on gennys than on shore power over the last 2 weeks, and recently it seems that once they fix one issue, another happens a few hours later.

This, of course, means that when my PC comes back online, steam wants to (by default) go searching for an internet connection before allowing me to launch my game(s). However, our internet here is Starlink (no cell coverage locally) and is powered by electricity. If the park doesn't power up as fast as me, then I sit and wait for steam to get connected before my game will launch.

This probably all seems petty to most, and its no big deal, but I was wondering if there is a way to make steam start up on system launch in "offline" mode? I already know how to change from online to offline, and vice versa, but there doesn't seem to be a setting to tell steam to launch in offline mode by default.

Is there some parameter I can add to the icon launch properties in Windows? Or maybe some hidden setting that is buried layers deep in steam settings? I haven't been able to find it so far.

Thanks for any help!

I don't really understand what the issue is. If you change into offline mode and exit steam, next time you launch it you will be asked if you want to stay in offline mode or go online. You just click 'stay offline' and you are done. Same thing occurs on system launch with steam as startup program. That behavior should be persistent.

However if for some reason it does not work like that for you, why don't you check this out:

Pay specific attention to the 2nd, 4th and 6th bullet points of the block of text named 'Things you need to use offline mode'.

Basically those parameters are automatically configured whenever you change to offline mode via client. You are not doing anything different in essence. You could give it a try though.
