В стиме нет системы донатов - есть покупки и пополнение кошелька. Если не можешь этого делать - сходи на русскоязычный форум и поинтересуйся там, как это можно сделать.

Gifting can be considered "Donating". You're spending your own money to get a game and send it to a friend. Ie, Donating.

I Donate my blood to the Red Cross vampires. Or otherwise called, gifting my blood to some stranger who needs it.

Same application, same meaning.

most likely because it is much cheaper in that region. Its like that everywhere. You cant gift a game if its have a lower price for you than the receiver.

You are buying a licence to use the game.. You do not own any game here on steam so technically we are donating to companies to use their code to play games..
