Can I play the game if I purchase the game from different region?

So, I am living in Asia and have an Asia acc, I'm thinking of create an Argentina acc and buy the game. So can I download and play the game in the Argentina acc when I am living in Asia? Without using the family library. If yes, should I open the VPN when I am playing on Argentina acc?

There is so much wrong with this post.

1. You are not allowed to use VPN on Steam
2. You are not allowed to create a account in a region you are not currently living in
3. You are not allowed to shop in another Steam region to buy games for cheaper prices

Any combination of those alone can get your entire Steam account terminated.

Then there is the slight problem of you needing to have a payment method registered in the country you want to shop with a legit address.
So unless you currently live in Argentina and have a legit address and a Argentinian bank account / credit card i would forget this whole plan.

Yeah, i meant in combination with what the OP is planning, making a account in another region to buy games cheaper.
