The only one you have an issue with is the website that sold you a defective product and that is not steam.
I might be mixing my words here saying reseller but they're called GCash and when you buy steam wallet funds in the official steam client they're one of the four payment methods here..
I bought three codes of which two are defective, they're from this micropayment service called gcash, ill try contacting them right now and see if they can fix it

Would like to know how they are accepting Steam wallet funds... sounds pretty fishy.. If you had to "login through Steam" to use that site, I would make sure to change password and secure your account.
It's a PAYMENT METHOD to BUY Steam wallet funds!!
They're not accepting Steam wallet funds, but rather selling digital wallet codes to be redeemed on Steam. They do that in an official capacity, but they are also a payment method (as they are an e-wallet first and foremost) that can be used directly on Steam in the Philippines.
@OP Glad it worked out. Personally, I'd always buy directly from Steam for wallet codes if I'm buying digitally just to forgo any kind of odd issue's that might crop up. Cause when things do go wrong in a transaction that involves two or more companies...its not uncommon for each to point the finger at one another and no one to take ownership of the problem.
