Cant open inventory
I am unable to open my inventory for several weeks now. It gives me an error that I made "too many requests". I can't clear the inventory notification at all.

I don't even trade or open Steam in a browser. Support just closed my ticket without further help.

Anyone had this issue before?

It's an IP rate limit added back in early October for the Market and inventories...

certain url nodes of Steam were severely rate limited for a few weeks, it is more relaxed now but depending on how they block, people/networks might still be affected by it.
