I remember before that was a thing, there'd still be meme reviews, guides and whatever else. Maybe its more now, but I still remember a ton of it before so in grand scheme of things hasnt really changed much. mostly steam is more popular.
even without rewards, even without thumbs up or dislikes... ANYTHING with upvotes or thumbs up that gets people viewing it is gonna try to go "viral" in any way possible. If the username is seen or the persons name is seen or posted in whatever it is they are posting, then thats all the better to try to go viral rewards or not as going viral or getting seen by a bunch of anon internet users is better than sitting alone in a bedroom where no one knows who the person is and being forgotten in time
if steam removed awards, people will still try to go "viral" for that sole reason.
Now take away the person username, take away their name, make it so they can't post their name/username or a link to their website/video or anything that ties it to that person, remove likes, rewards everything...that would just stop completely most likely. Even have to remove dislikes, because with dislikes thats a reward to people to get noticed. If everyone hates you, that is STILL better than being a no name lonely person in a bedroom where no one knows who you are and...again...being forgotten in time.
So if steam took EVERYTHING away except dislikes, thats still better for people than being forgotten in time. Would of course need to remove comments too, again, everything. But that would be the only way to get rid of memes and "low effort" posts. Thats just how it is.

Overall content on the internet is down WAY more than it used to be. Internet of early 2000s? People look back and think it was amazing genuine real funny content. Not sure how much is because people look (generally) more fondly of the past than present...maybe its a bit of both but quality of early youtube videos probably overall better than all the spam clickbait videos of today filled with animal abuse looking like rescue videos that youtube does nothing about and a bunch of similar junk. Then again that was probably still a thing back then so its probably looking back more fondly than present.
Point of that is...is it the awards/achievements or whatevers fault or is it because today people will do anything to not be forgotten and be a nobody in some room somewhere all alone? If rewards/achievements never came to be, I'm pretty sure content would still be the same today as it is now. Heck got people who climb super high stuff not for anything but to not be forgotten...and sometimes they actually fall and that is it, but hey guess not forgotten. Posts, internet everything is pretty much treated the same.
Otherwise these people just sit all alone in a room with nothing. kinda sad think of it that way, but hey better to be known than forgotten I guess. So even as something "simple" as a meme guide that goes viral gets them noticed.
It should, if it does not already, count as trolling/spamming.
i can't count the guides with nonsense that I reported and not one has been deleted. NOT A SINGLE ONE.
Then you have clowns say to not look at guides.. yea is only a feature on Steam, how about Valve gets their crap together.. I guess they busy closing old topics..
