There is no specific list of what exactly they decide will fall under that category. Best to just not upload any nudity.
There is option to allow add DLC to remove censorship, which you have to mark it as an adult content so it filter for only people that want said content.
Yes some games do this already on Steam, such as locking animations, outfits, maps/zones, models, or etc to an DLC either they charge small fee, or made it free, and yes they mark the DLC as adult only so only users that went out of their way to enable adult content search will see it.
Either way the problem with this is that game Dev, or support can take action if they think they should, or wants to, and it kind of iffy if people care, or not, and sometimes there people that butt hurt for dumbest things even if there not nudity at all, anyways take it grain of salt what happens, it just hard to suggest what is safe, and not if it not part of the game.
Like if example if character like Leon not running around with the D out, it fine, or like Claire as long not running around with vag, and tits out should be fine with no problems, but again take it with grain of salt about the rules.
