Unable to create a new account, tried on multiple devices

I have a problem creating a new steam account for a friend. I can't get past the "Create Your Account" step on multiple PCs and using different methods to create the account.

Here is what I do:

1. Installed the Steam app, I waited for it to update and everything.
2. Steam app starts - sign-in page is shown.
3. I click on Create a free Account - bottom right hyperlink.
4. Create Your Account page is shown.
5. I enter my email twice - typing it, not copy-pasting.
6. Country is already recognized correctly, so I leave it as "Bulgaria".
7. I click on I'm not a robot check box and solve the captcha successfully.
8. A green checkmark is shown for captcha.
9. I scroll down and check the checkbox "I'm 13 years of age or older and I agree..."
10. I click Continue.
11. New dialog is shown with age confirmation ("Please tell us your age").
12. I click on "I'm 14 years of age or older".
13. I'm thrown back to the Create Your Account page.
14. I solve the captcha again - successfully (with a green checkmark).
15. I click Continue again.
16. New dialog is shown with age confirmation ("Please tell us your age").
17. I click on "I'm 14 years of age or older" again.
18. I'm thrown back to the Create Your Account page again.

I'm not using VPN, proxy or anything like that. I'm on Windows 11 64bit 21H2. I already have 2 other steam accounts that are working properly on 2 different PCs, but they were created long time ago (didn't run into this problem back then). This new account is for a friend, who run into this issue and after that I was able to reproduce it consistently on my machines too.

I work as a QA Tester, so I tried a lot of things before giving up.

I tried:
- Using 3 different email accounts - including 2 gmail ones.
- Selecting a different country from "Create Your Account".
- Trying to create the account from my old laptop - Windows 10 (with latest updates) - both from Steam app and from browser.
- Trying to create the account from my friend's PC - Windows 7 64 bit.
- Installing Steam app and trying to create an account on a clean Windows 11 install (virtual machine).
- Creating an account from a browser - Firefox and Edge, including on the clean Windows 11 install, with clean browser installations.
- Creating an account from my smartphone - on mobile connection, not wifi (so that it's a different ISP).
- Using OpenVPN to connect to my home router in another city, using the IP address from there. I don't normally use it, just for this last test.

Why are you entering in your information on your "friends" account?

The information I entered initially was for my friend, but after that failed, I tried with 2 of my own emails as well. The result was the same, so in this case it doesn't matter which email I entered.

This may sound like a silly question, but I am going to ask it anyway...
Are you logged out of Steam when you are doing this? Like- not logged into the client and not logged in on any outside browsers, not logged in on the mobile apps?

No, I used Steam - Change Account, so I exit from my account first. I do not use the mobile app (the attempt to create a Steam account on my phone was done in a browser). In addition - I tested this on a clean Windows 11 install with a clean Steam install. My friend's PC (Win7) also never had any Steam accounts before.

Have you tried creating the account without using the Steam app? I mean, using a browser and opening the Steam website?

Ah, I guess you did. Seems like a temporary bug? It's Steam, after all...

Report the issue to support, they may do something about it.

'Change account' isnt to create a new account, its to login with another pre existing account.

Taking bets on how long OP's account(s) remain unhacked.

Steam - Change Account gives you access to the login page, which has "Create a free account" link for creating a new account. And as you can see from my post, that's far from the only thing I tried.

Issue is resolved after the latest Steam update. Creating an account with .abv email is still blocked (so I assume it's in some sort of blacklist), but now works properly with gmail (which was not the case before).

Had the same freeking problem. Solved it by using Microsoft Edge instead of Firefox.
