Psychological Horror is the tag people use when they want to disparage a game.
They use that tag because Steam has blocked the addition of 'negative' tags. I believe things like "Walking Simulator" and "Mobile Port" aren't able to be added because they might hurt peoples feelings.

If enough users tag a game with a certain tag it will appear on the game. So you probably have a group with trolls that have gone around and done this to a lot of games.

It's not something Valve put out. Just report the tag and get your friends to report it as well. It'll be gone if enough people report it.

I think he's stating "you" in a manner to suggest that you've stumbled across a problem, making it yours, but not that you are the cause of it.

For example:
