Steam Chat Notifications blasting through speakers, but I have headphones plugged in?

Check your Volume Mixer panel, right click System Speaker in Windows
See if anything is muted, turned down, check its on your speakers/headset instead of mixer.

Or

Open your volume mixer, see whats already running, launch the game, also open a chat window to friend(optional), now go back to the volume mixer, you have more sliders at full? adjust.

Steam chat or friends whatever interface is opening another slider independent of the game.

Turning all sliders up in windows and then in apps/games can get rather messy.
