Odds are it's about blood and gore as far as the titles without that tag go.
Generally titles having the nudity tag simply means cleavage, underboob or even just a bikini top or underwear.
Easiest way to think about the often-misleading "nudity" tag is: Would the two Mormon "elders" who rode up to your house last week on their bikes be upset if their sister was wearing it? If so, some user apparently tagged it with "nudity." Games with actual nudity on Steam are relatively few and far between, but there are some. More often than not, they're AAA games that Steam can't avoid not selling (read: Witcher games). Some VNs contain actual nudity (but nothing more than suggested sex), those are the ones where the screen you mention shows up.
