Nobody knows what "kind of person" the OP is, or what kind of people ask to be a mod.

Also, most moderators have Steam profiles that are close to a decade old or higher. This may suggest that you are at a disadvantage if Valve were to select a candidate to fill in a open spot for a forum moderator.

If you are talking about a specific game's forums, you can be selected by the game's developers to serve as a game forum moderator.
There is no formal application process.
If you would like to help the moderation process, just be sure to be helpful to other users, stay civil and calm, and report posts/threads that break the rules.
How do you even make your own game?
The only "power" a Volunteer Moderator has is merely within the forums. A Volunteer Moderator does not have any form of access to a Steam users account, profile, or anything relevant -- it's strictly applied to the forums (closing topics, merging, deletions, viewing reported posts, etc).
I hope this'll clear up some of your concerns, it's always great to see users interested in the betterment of Steam's community and willing to volunteer time dedicated towards that goal.

So asking to do unpayed work for valve and take care of the ♥♥♥♥ pile that is the steam community is bad?
