Add game .exe itself as non steam game, to do that head to where game installed, and find game .exe, don't want anything else besides that as Steam may auto find wrong file to add, that why may need to manually add it yourself.

I had to do that for WoW.

Could try running Steam admin, and try again. As long able to get Steam overlay to hook onto the game then you know you did it right.

It could be battle launcher that causing issue.

Maybe this can help, but need to reword wow to something else that the launcher calls for, not sure so best of luck if you figure it out.

Is it possible the launcher is running in the background, and attempting to launch as non-Steam simply wakes the launcher and causes it to launch the game as its child, outside the process inheritance chain of Steam.exe?

Not sure, I need to test to out myself to give clear answer as I haven't done this for awhile, besides doing it for WoW.

Now some launchers might be the problem, and to bypass them is using like target / launch option commands, and by doing so you launch the game using that command. You add the launcher as non-steam game, then add your commands to it, so when you launch the launcher a command will trigger the launcher to launch the game, and overlay may hook onto that, I know I had to do that for Warpportal games in the past, another is doing it in combo with running Steam as admin as well.

So can't really confirm without testing it out first to figure it out.

I copy and paste the page for you.

Discover how to add World of Warcraft to Steam with this quick and easy guide

Adding World of Warcraft (WOW) to Steam image
World of Warcraft (WOW) is not a native Steam game and it must be manually added to the Steam Library. However, because the Battle.net application is used to launch WOW, additional actions must be performed before you can play and stream WOW using Steam. The following instructions enable this:

1.Open the Battle.net application.

2. Click the Blizzard icon at the top-left of the Battle.net window.

3. Click Settings.

4.In the General tab, change the "On Game Launch" setting to "Exit Battle.net App completely".

5. Uncheck "Show a brief countdown instead of closing immediately".

6. Uncheck "Launch Battle.net when I start your computer".

7. Click Done.

8. Exit the Battle.net application.

9. Open Steam on the PC where Battle.net (and WOW) is installed.

10. Click the Games menu then click the "Add a Non-Steam Game to My Library" option.

11. In the Add a Game window click the Browse button.

12. Navigate to where the Battlenet application is installed...

Win 32bit default = C:\Program Files/Battle.net/

Win 64bit default = C:\Program Files (x86)/Battle.net/

13. Click the Battle.net application (NOT the Battle.net Launcher).

14. Click the Open button.

15. Make sure Battle.net is checked (the one you just added NOT the instance that may have previously been in the list).

16. Click the Add Selected Programs button.

17. Click the Games menu then click the "View Games Library" option then the Home option.

18. Right-click Battle.net in the game list on the left then click the "Properties" option.

19. Change the title (the top field) to World of Warcraft or whatever name you prefer.

20. In the Target field, insert a space AFTER the last quotation mark then specify battlenet://WoW
e.g. "C:\Program Files (x86)/Battle.net.exe" battlenet://WoW

21. Click close button (X).

You can now launch World of Warcraft using Steam which allows you to play the game and stream it using Steam In-Home Streaming.

After clicking the World of Warcraft Play button in Steam, the Battle.net application will launch. In this, click the Play button to launch World of Warcraft.
