Report a translation problem
If you had them installed once it was usually enough and there was no really a need to install them again. But since every game needs those files they have been included in every game download file so far.
To save download size and server capacity Steam has now excluded those files from the individual game packages and lists them as an individual entry in your library.
That is the "Steamworks Common Redistributables" entry you see.
So game downloads have all become a few hundred MB smaller and just access those files from that directory if they need it.
So DONT delete that entry from your library, Steam will just automatically download it again.
Just hide it if it bothers you.
