People who already own them on Steam can continue to download them whenever they want. Anybody else can try and get a key elsewhere, but as they will also have been withdrawn from legitimate keysites it's going to be pot luck on getting a working key.
When games get delisted it can be for various of reasons.
- Partnership ended between publisher, and game studio.
- License agreement came to an end, and didn't want to renewal the deal.
- Wanted to push their new product so people force to buy new, and not old.
There can be more reasons.
Theyre doing the thing where they buy a studio and gut everything about them.
Project Cars Series got delisted few weeks ago then cancelled the series completely just earlier in the month.
Oh yea and they made Sims 4 Free to play but gave nothing back to me who bought the game .

You aren't owed anything when a game goes free to play.
They were delisted due to car license expiration.
The thing is they're allowed to offer their game for free if they wanted, and can't tell them what to do really, or expect something from them simply because you bought it long time ago. If you happen to buy game simply like 14 days ago, I don't see why not ask a refund as they could do it.
It happens often enough that games drop to a free to play model. Happened with Crusader Kings 2 long after I bought it as well. Just because we paid for the game doesn't mean we're owed something when it goes free to play at a later date. We paid the price we thought was worthwhile at the time and got what we are owed, access to the game.
