Now a new window will appear, type in "sfc /scannow" without qoutes, and should try to repair anything that broken, and restart PC once it fixes the issue.
If it say found no issues, then type this "DISM /Online /Cleanup-Image /RestoreHealth" without qoutes, this will compare your OS image to what online to replace your issue files if found, once it fixes issue, now type in "sfc /scannow", once done, restart PC, and see if issue been resolved.
Now if you have corrupted microsoft c++ drivers you need to reinstall them. Also please be aware if you're using a 3rd party anti virus that set to extreme, or such do constantly deep scanning to causing apps to not work correctly, or doing false positive quarantine files you need to fix that on your end.
If you have a failing storage drive, get a disk health checker, you want to ensure nothing with your storage, if it report problems, may need to get new storage soon before it craps out on you. If this is a HDD by chance, I suggest try defragging the HDD, and see if that fixes anything, if not then look to getting new storage drive soon if it dying.
If by chance for gods know why you block Windows update, and you're on an OUT OF DATE windows build, just get the latest windows update build, and do your update to fix your problem.
For gods know why if you're using a pirated OS, or alter ISO that likely to cause, or have problems, just reinstall windows with a CLEAN fresh ISO from microsoft themselves.
