Can you recommend a game similar to Civ, but more battle, less government?

Hi,

I'm looking for a turn based, resource based, expansionist game like Civ but with less religion, government, policy, civics etc. Something less complex and maybe more fantasy, eg. Zombies, Dwarves or whatever.
Something involving base building, tech trees, balancing resource production, growth, and military while attacking/defending against multiple rivals.

Any ideas brains trust?

Hmm... maybe Total War? Less management, more combat, but not really base builder.
