No, or at least so unlikely as to basically be a chance of zero.

It's basically a 2003 port of a game called "Sea Dogs" by Akella, published by Bethesda and under license from Disney. It's the Disney licensing and lack of demand that basically ensures the game won't be ported to PC (I stand corrected.), and it won't get a Steam release.

However, you can still play the original 2000 release of Sea Dogs.
