I agree time and especially event-based achievements should not be put in games for these reasons mentioned.
To me, that is simply poor design, much like poorly designed content in a game. However, in some cases, mutiplayer achievements are possible, with a little networking. For instance, you can dig around the Portal and Tomb Raider communities to arrange for MP matches for cheevo hunting. In other cases, if you have friends or family members on Steam, you can work out MP matches with them.
Otherwise, you are relegated to using other methods like file editing, game save sharing, or SAM, among others.
Steam has no control over games since achievements are responsible for the devs they made.
I agree with this. When I was 15, my thinking was entirely different than that of today.
As I got older I realized that all that fuss about achievements is simply ridiculous.
They are there. It's your choice and yours alone, will you invest your time and dedication on them or not.
are you really sure you want to get achievements to 100% just for having 100%?
I look at them to see what happened. Not as a list of what i have to do.
If you've really got your heart set on them, look into achievement hunting discords/communities. Some of the larger orgs do special events with the devs.
I know some folks in 100Pals do actually have the Garry achievement. If he shows up in a lobby, you'll definitely get pinged.
good luck though, it'll take a very long time. Like others said, I recommend putting it on the backburner and achievement hunting other games. Maybe check howlongtobeat to decide your next one.
