Because there will always be suckers that spend money specifically to chase pointless metrics. Look at f2p mobile game whales.
if you enjoy the achievements, they are still there for you to obtain. do not worry about how i got mine, or you are going to waste a lot of energy uselessly.
Achievements only matter to oneself, not others.
Some people may use SAM to unlock things if the achievement is broken where if Dev already move onto something else, it very unlikely the broken achievement get fixed.
But often no one cares what people do with their achievement, as again only a personal thing, not others.
If you are buying games and trying to earn the achievements merely to show off to others then I'm sorry to say you are wasting a lot of time and money.
Nothing wrong playing games to unlock things, or bragging about it, but I do agree most people won't care about it.
Payday 2 did it for a while.

Logically, stopping people from playing the game that they bought in single player is very not allowed. :P
Multiplayer bans for cheating, makes plenty of sense.
Even if it involves Achievement manipulation.
