Unless you're pushing 4K max settings it'll be the CPU doing more work at lower resolutions.
How much % is the grafic?
Only on 1080p will that CPU reach its peak before the GPU and thus bottleneck.
And even then its just at very high framerates.
No reason at all to switch that CPU at the moment unless you really want to.
If GPU not hitting 100% then it means it not working to it fullest.
Now depending on the game in question, this may come down if this is a game engine issue, rendering issue, video driver issue, overheating issue which you notice like low FPS all of sudden, freezing, or stuttering, and if you're using Vsync, or pushing target frames limiter.
This tell me CPU not limiting your GPU, and GPU not working to it fullest. Also have i7 9700k so don't think you be bottleneck if playing at 1440p to begin with.
Plus, the I7-9700k is a 8-core but without hyperthreading. The lack of HT will cause less than smooth performance. This is well known from old i5 versus i7 performance studies. It is possible, even likely, that the 93% gpu score is a result.
The performance scores of an i7-9700k are quite low as well.

It will outperform the 9700k because of its superior single-thread speed.
Now, if someone had asked is my i3-12100 bottlenecking my rtx3080 I reckon the answer would be a unanimous yes.
Since Intel tried the non-HT trick and failed, all its cpus have included HT.
