uploading video must come from youtube?

Long ago i posted a clip from twitch, seemed easy enough. But now we don't have the option to upload, it must come from yt?

Share a link from a video online still works post / paste that link into discussions..
Same with chat.
Upload and download is entirely different.

To upload a video is ususaly from your windows videos you made.

Steam only changed the add video in my Steam account, now It can only be done online these days.
Log into Steam in browser and go to your profile videos online. Add video to your Steam account. Share that link from Youtube or your Steam account.
