The name of your emoticon is bracketed with : :, and that's how you apply them to forum posting.
Names can be gleaned from your chatbox, or the Points Store.
Thanks, the emoticons are available in the smiley icon bar. But I wanted to know how I can buy more varied ones. Thanks.
There aren't many of them.
There aren't any holiday or Halloween ones that I know of, either.
(If you mean the usual chat emoji that are found on most platforms -- I don't seem to have that option.)
They are, of course, purchased with Steam Points (which are given at 1/1 ratio to your actual currency spent on games).
You must own the associated game to which the emoticon is attached, and have over 2 hours of playtime, in order to purchase them.
Be aware that you cannot (as yet) delete them, so be careful about overloading your inventory/chatbar with things you won't use.
I want to know where to find more generic ones that anyone can buy, without having to also own the game.
I want to know how to sort the point shop emoticon offerings so that only the ones I CAN buy are visible.

I'm just a dude who spent too many points on trash and am hoping for a way to de-clutter my inventories and chat functions.
There are a lot of stickers that are available without game ownership, though.

[ Windows Key ] + [ . ] will bring up the Windows Emotes mini-window- type "halloween" into the search box.
As afar as others go- keep in mind that if you are finding some that you cannot buy with points in the points shop- many are available in the Steam Marketplace as well, and you don't need to own the game to buy them-0 but it will cost real money from your Steam Wallet.

I did peek into the Marketplace the day I posted the topic but I couldn't figure out how to find what I wanted...It looked like mostly icons from battle games. I'm sure those are the most popular.

I had wondered why commenters on various sites seemed to have emoji and I didn't. I assumed it was on my side. Well in a way it was. They must've been using that the whole time too.
I misunderstood at first and was trying to hold down the Windows key plus a bracket key. Then I tried to hold down both bracket keys. Then I just tried the period. Windows sign plus period key worked.

Oh and I went back to the market here and tried to figure out how to find and buy what I wanted, so now I have holiday emoticons also.

Oh no I think it read properly, you did nothing wrong. I just didn't know to ignore the brackets on the 2nd key.

The store is just organised in a way to create unnecessary friction and hard to use than it needs to be. So I usually have multiple browser tabs open to let me choose and pick or compare emoticons, and that works for me.
