Follow this for disabling Voice Communications volume lowering, then follow the below steps for exlusivity.

For Exclusive, right click sound icon in taskbar, select Sounds. Right click your devices, properties. Then go to the advanced tab and uncheck the box "Allow Applications to take Exclus.."

This guide is provided by Amazon but the concept is the same, just disable that check box on both Microphone and Headphone.
This means windows settings will now override application settings. I wrote a guide on microphone issues, which plagued some CSGO users, and this was similar to one of them. If another application attempted to change the value while another was treated as exclusive, it took a restart to restore audio to the default setting.
