No. That 60 USD game actually costs us nearer 90 USD when the economy is stable. It should indeed cost us LESS than the USD price, but publishers don't use Valve's recommendations. So where 60 USD should be around 6000 to 7500 JPY (based on NORMAL exchange rates) it's actually priced at 8500 to 10,500 JPY.
Let's take a recent example. Yomawari. 40 USD, should thus equate to around 4000 to 5500 JPY, but it's priced at nearer 8000 JPY. Which with the current tanking economy is 60 USD (during normal, it would be nearer 80 USD).
In fact as a good rule of thumb look at any game with a digital deluxe version. Whatever the US is paying for that is still LESS than we are charged for the BASE game.

But I am talking about games developed in the west. For example, find a game developed in the USA that is on both Steam and GOG. Get its Steam Dollar price. The Steam and GOG Dollar prices are usually the same. Now with your Steam location set to Japan look at the Yen price. It works out to about 110 yen per dollar. But when you buy the game on GOG (no yen pricing) and you use a Japanese based credit card or Paypal, the final price will be 30 to 35% higher (after conversion to yen) because the Credit Card exchange rate is adjusted daily which is now 145 to 150 yen per US Dollar. So on Steam a 10 USD game is 1100 Yen (because Steam, not your credit card, does the conversion). On GOG it is 1450 to 1500 Yen because your credit card does the conversion.
The final price for gamers in Japan is not so much affected by what the developers determine as it is by Steam's out of date exchange rate. Just you watch and see what happens in the very near future after Steam brings its Yen to USD conversion rate up to date.
So yea 30-400% increase is pretty insane in my book even if it is a "recomendation".
