Steam stuck on using 10% network

I need help when i start steam it uses like 23% of my network and gives 5Mb/s but after a minute or so it starts to use 10% of my network according to task manager and gives only 1.2Mb/s anyone have a method which I can use to make steam use 100% of my network

Hi, I had super slow download speeds for months and couldn't figure out why, I deleted an app called Web Companion so if you're using windows this might be your fix. Also try to disable DCIService.exe in your task manager. It instantly fixed my issue when nothing else worked.
