Steam allows games to be published because developers have to pay a hefty fee to host their game on Steam. They pay for space and give up some of their profit, so Steam hosts the game, regardless of how buggy it might be for some people.

Steam like every seller should be responsible for what they sell. Everbody knows that. You go to a store and if the product it's broken you go to the store to get a refund.
